The Office of Preparedness and Emergency Management (OPEM) coordinates overall planning and preparedness efforts for the Massachusetts Department of Public Health. OPEM collaborates with its partners and stakeholders to ensure that all public health and healthcare partners, as well as local community members, will have the knowledge, plans, and tools to prepare for, respond to, and recover from threats to public health like acts of bioterrorism, outbreaks of infectious disease and other large-scale public health emergencies or mass casualty incidents.
